Rutherford Co. mayor declines to release personnel file after camera found

County Mayor Ernest Burgess won't release the personnel file of fired EMA director Joe Reed until legal counsel has signed off on it, the (Murfreesboro) Daily News Journal reports. Says Tennessee Press Association lawyer Rick Hollow: "Advice of counsel is not a recognized defense of a records request in Tennessee."
